Exemptions from the diesel traffic bans

There are exceptions to the zonal diesel traffic bans. These can be found in the 3rd or 5th update of the Clean Air Plan. Road users who fall under the generally applicable exceptions do not need an exception permit in individual cases!

Special rules for diesel drivers: In Stuttgart, a driving ban also applies to diesels with the Euro 5/V emissions standard in the small environmental zone.

What are the general exceptions to the zonal traffic ban (Euro 4/IV and worse)?

The supply of the population is guaranteed in any case with the general exception of commercial delivery traffic. The police and fire department are also exempt from the ban, so that rescue operations are guaranteed. Other exceptions include medical emergencies and people with disabilities. Some of the exemptions are general, in which case road users do not need an additional exemption. In other cases, a special exemption must be applied for (see below).

In addition, the coalition committee of the green-black state government decided in March 2019 to allow further exemptions (trips to park-and-ride facilities) and to expand or specify existing exemptions (private hardship cases).

According to the Thirteenth Act to Amend the Federal Immission Control Act of April 2019, motor vehicles in emission classes Euro 4 and 5 are exempt, provided they emit less than 270 milligrams of nitrogen dioxide per kilometer in real driving conditions.

What are the exceptions to the diesel traffic ban in the small environmental zone (Euro 5/V and worse)?

The 5th update of the Clean Air Plan contains an exemption concept for the traffic ban in the small environmental zone for diesel vehicles of Euronorm 5/V and worse. This is analogous to the exemption concept for diesel vehicles Euro 4/IV and worse in the entire environmental zone. The general exemptions under the 35th BImSchV are identical to those for Euro 4/IV vehicles (see above). The general ruling has been supplemented to include various journeys, vehicles, persons and purposes of travel. Thus, motor vehicles in regular service are limited in time until June 30, 2022, source and destination journeys of coaches are limited in time until December 31, 2022.

In addition, vehicles with alternative, i.e. partially electric, drive systems and vehicles with hardware retrofits are permanently exempt from the traffic ban in the small environmental zone. The conditions for the exemption for vehicles with hardware upgrades are defined in Section 47 (4a) Sentence 2 of the BImSchG.


Vehicles with a software update to reduce emissions of nitrogen oxide, which has been approved by the Federal Motor Transport Authority, are only exempt from the diesel traffic ban until June 30, 2022. After that, these vehicles will also no longer be allowed to drive in the small Stuttgart environmental zone. If your vehicle is affected by this, please apply for an exemption from the diesel traffic ban in good time - 6 weeks before 01.07.2022.

In justified cases, you can request an individual exception.

The staff will process the applications for exemptions as quickly as possible. How long processing takes depends on the individual case, but also on the number of applications received.

Applicants will only receive exemptions in justified cases. The mere fact of working in Stuttgart is not sufficient for an exemption. The conditions that must be met and the documents required for an exemption application are explained on  Diesel traffic bans: Applying for an exemption.
